A 37-year-old man was taken into police custody around 10:30 a.m. and officers and homicide detectives established a crime scene.

The man has not been charged.

Earlier, police officers entered the area on Sunday morning before police cordoned off the multi-storey car park.

Forensic detectives were also on scene as they searched the located tracks and collected evidence.

Terrified locals watched from a local church and cafe opposite the car park as police blocked the main entrance.

Pastor Josh Hammann said locals were shocked by the police cars in the area.

“We understand that something very sad has happened,” he told the newspaper ABC.

“It is primarily a police matter, but our thoughts and prayers are with everyone involved.”

Anyone with information or who was in the area when the incident occurred is urged to contact Crime Stoppers on 1800 333 000.

    More to come.
